Toledo's consensus cabinet starts with press conference

President Toledo's new cabinet has initiated a new style of doing government business, with a clear indication that ministers will be able to  do  more.
First Minister Carlos Ferrero announced that the new consensus cabinet will explain to congress in mid-March the "Hoja De Ruta" (The route) of the government for the next two and a half years.

Although the first minister was not obliged to explain to congress the cabinet's plan, he is  responding to the demand of the opposition that requested such an explanation.

The first premier plans to ask for time so the new cabinet can work with independence and efficiency.

A local newspaper asked the first minister if he was willing to step to the front to guide the country and he responded the even President Toledo gives ministers authority. Constitutionally, the first minister is to act as the government spokesman and coordinator.

"In reality, these questions of step aside, at front, behind, or ahead generate only popular confusion," he added uncomfortably.

The new cabinet plans to get together every Wednesday morning and give a press conference during the afternoon.
