Being a strong political man and outspoken of his beliefs in a way that many politicians feel threaten, he has gained some enemies.
Currently, he is blamed by the politician opposition (mainly APRA) for the killing of the mayor of the city of Ilave. Ilave is a town near Lake Titicaca, about 910 km southeast of Lima. Mayor Cirilo Fernando Robles was killed after being accused of corruption by more than 800 of Ilave's habitants. The minister is blamed for not sending police forces on time to stop a riot. The
congress opposition leaders are working on approval of a censure against him that could jeopardize his position.
First minister Carlos Ferrero said the petition of censure won't succeed because Rospigliosi did what was within his reach to solve the riot problem.
Congressman Jose Barba (UN) said "If we are looking for an scapegoat, then lets cut Rospigliosi's head, but this way we won't solve the root problem. Fernando Rospigliosi is too much minister for such a little government and president."
Rospigliosi still has a goal of lasting peace across Peru. Update: Rospigliosi resigned due to approve of censure on May 6, 2004.
